5-2-7. Departure Restrictions, Clearance Void Times, Hold for Release, and Release Times

 

a. 필요한 경우 ATC는 departure restrictions, clearance void times, hold for release, 그리고 release times를 할당할 수 있다. 이는 출항 항공기를 다른 항적과 분리하기 위해, 혹은 항적 흐름을 규제하기 위해 사용된다. 관제탑이 없는 공항에서 출항하는 경우에는 departure release(해당하는 경우 release time 및/혹은 void time과 함께)나 hold for release를 발부받아야 한다.

1. Clearance Void Times. 관제탑이 없는 공항을 운항하는 경우에는 특정 시간 내로 이륙하지 않으면 clearance가 무효가 된다는 clearance를 받을 수 있다. clearance void time 이전에 출항하지 못한 조종사는 최대한 빨리 자신의 의도를 ATC에 알려야 한다. clearance void time 이전에 출항하지 못한 경우 이를 ATC에 통지해야하는 시간도 할당 받을 수 있다. 이러한 시간은 30분을 초과할 수 없다. clearance void time 후 30분 내에 항공기가 ATC와 교신하지 않을 경우 항공기가 overdue aircraft로 간주되어 search and rescue 절차가 시작된다.

 

NOTE-

1. 항공기가 ATC와 교신하기 전까지는, 혹은 clearance void time(clearance void time이 발부되지 않은 경우에는 clearance release time)으로부터 30분 전까지는 공항으로 향하는 다른 IFR 항적의 clearance가 중단된다.

 

2. clearance void time이 만료되었다하여 departure clearance나 IFR flight plan이 취소되는 것은 아니다. 대신 ATC로부터 새로운 departure release/release time을 발부받은 다음 조종사가 이를 acknowledge 하기 전까지는 IFR로 출항할 수 있는 권한이 철회된다.

 

3. clearance void time 이후에 출항하는 조종사에게는 IFR separation이 제공되지 않으며 14 CFR Section 91.173(관제 공역 내를 IFR로 운영하기 전에 ATC clearance를 받아야 하는 조건)이 위반될 수 있다.

 

4. clearance void time이 만료된 후 VFR로 출항하려는 조종사는 이전에 할당받았던 IFR transponder code를 사용하지 않아야 한다.

 

EXAMPLE-

Clearance void if not off by (clearance void time) and, if required, if not off by (clearance void time) advise (facility) not later than (time) of intentions.

 

2. Hold for Release. traffic management를 위해 항공기의 출항을 지연시켜야 하는 경우 ATC는 “hold for release” instructions를 발부할 수 있다. ATC가 “hold for release”를 명시한 경우 조종사는 release time이나 additional instructions를 발부받기 전까지는 IFR clearance로 출항하지 못한다. 또한 ATC는 “hold for release” instructions와 함께 출항 지연 정보를 제공한다. “hold for release”라는 ATC instruction은 IFR clearance에 적용된다. 즉, 이는 조종사가 VFR로 출항하는 것을 막지 않는다. 이 경우 조종사는 이륙 전에 IFR 비행 계획서를 취소해야 한다. 그리고 transponder/ADS-B를 적절한 VFR code로 작동시켜야 한다. 출항 후에 IFR clearance를 받지 못할 수도 있다.

 

EXAMPLE-

(Aircraft identification) cleared to (destination) airport as filed, maintain (altitude), and, if required (additional instructions or information), hold for release, expect (time in hours and/or minutes) departure delay.

 

3. Release Times. “release time”은 ATC가 조종사에게 발부하는 출항 제한이다. 이는 항공기가 출항할 수 있는 가장 빠른 시간을 명시한다. ATC는 traffic management procedures와 함께 “release times”를 사용하거나, 혹은 출항 항공기를 다른 항적으로부터 분리하기 위해 “release times”를 사용한다.

 

EXAMPLE-

(Aircraft identification) released for departure at (time in hours and/or minutes).

 

4. Expect Departure Clearance Time(EDCT). EDCT는 traffic management programs에 포함된 항공기에 할당하는 runway release time이다. 항공기는 EDCT로부터 ±5분 이내에 출항해야 한다.

 

b. ATC와의 양방향 교신이 가능한 경우 비관제 공항을 출항하는 조종사는 이륙하기 전에 IFR clearances를 받아야 한다.
